Can't add a new language!

I currently downloaded a free verson of eLitius and installed it by myself.
I am having a problem with adding a new language.

I am a ower of eSyndicat and there is a button for adding a new language
in the admin panel of eSyndicate but there is not a button for that in the
admin panel of eLitius.

Please let me know how we add a new language.
